Pangan: MCG Cares

ONE OF the sustainable programs of the administration of Mabalacat City Mayor Crisostomo C. Garbo is the MCG Cares which is based on the following laws and ordinances: the 1987 Constitution, Local Government Code, DILG Memorandum Circulars Nos. 69, Series of 2005 and 114, Series of 2008 which provide that LGUs are "required to establish and update records of the inhabitants, integrate programs and service delivery and provide resident identification cards".

City Ordinance No. 33, Series of 2020 established the Mabalacat City Identification and Database System for the residents while EO No. 114, Series of 2021 created the Mabalacat City Resident Identification and Database System or MORIADS Task Force, the Technical Working Group functions and implementing offices: POPGAD for the application and releasing, MISO for the encoding and printing and CPDO for technical assistance.

MCG Cares or Mabalacat City Government Citizen Amelioration Relief and Economic Security identification and management system helps enhance the provision of services at the grassroots level as well as improve the efficiency of resource allocation.

This program also is the convenient and efficient way to identify the residents of the city in the course of delivering basic services and facilities which are comprehensive and gender-responsive.

The requirements in availing oneself of this program are: 1) properly filled up MCG Cares application form; 2) original copies of barangay clearance and certificates of indigency and residency; 3) photocopy -one valid government-issued ID, photo, signature and address; 4) if applicable, Comelec certification 2019 issued (original) or valid Voter's ID (photocopy) and 5) if applicable, any of the following existing valid government IDs (e.g. OSCA, PWD, Seniors, School ID, Employee ID,TIN, GSIS, SSS, Indigenous People ID or certification).

Phase 1 of MCG Cares Card Initial Beneficiaries: LGU employees-JO, Casual, Permanent; Government subsidized-(BHW, BNS, VAWC, BOGWS, PEER ED), Service Beneficiaries (SOCPEN, solo parent, Hapag Kainan) and city residents including barangay officials and staff.

MCG Cares program is comprehensive and gender-responsive and thus encompasses all city residents.

The Clark workers have all the reasons to register protest over the proposed pay scale system.

They asked the Clark Development Corporation to suspend the implementation of the Compensation and Position Classification System (CPCS) which will affect the status of their employment and benefits.

On the other hand, CDC officials led by President Manuel R. Gaerlan reportedly were responsive to the workers' concern and had to meet them to thresh out the issues promptly in order to avoid work disruption.
