Gidili na ni Cebu Governor Gwendolyn Garcia ang pagpamutang og illegal nga estruktura sama sa fixed cottages sulod sa mga foreshore area, mangrove zone, public beach ug municipal fishing zones sa lungsod sa Cordova, subay sa iyang giluwatan nga Executive Order No. 19 sa Martes, Agusto 9, 2022.
Saysay sa lagda, dunay easements ang maong lugar nga gikinahanglang mosunod sa Department of Environment and Natural Resources (DENR) Administrative Order No. 2021-07 o ang Water Code of the Philippines, ingon ang Cebu Provincial Ordinance No. 2021-01 o Cebu Water Code.
Gisaysay usab sa EO nga tungod kay walay ensakto nga waste management facilities ang maong mga estruktura, nakamugna usab kini og kahugaw sa lugar.
Gawas niini, wala usay kompletong permits o bisan clearances ang mga estruktura hinungdan nga gitataw ni Garcia nga ilegal ang pagpatukod niini subay usab sa naunang Executive Order No. 1 nga giluwatan ni Cordova Mayor Cesar Suan.
Subay niini, nagpahamtang usab og cease and desist order ang gobernador sa mga nanag-iya ug operator sa mga sakayan sa pag-transport og mga construction materials sa maong dapit. Isip solusyon, pangitaan og luna ang mga operator diin kini ma-relocate ug makapadayon sa panginabuhi.
“What is the solution? You know we are going to stop their livelihood. They will no longer be earning. Now for how long? What is in store for them? That is what needs to be answered. So that they can be convinced that this is really after all for the greater good and for the future,” matod ni Garcia pinaagi sa Sugbo News.
Gitahasan usab ang kapulisan, PNP Maritime Group, Philippine Coast Guard (PCG), Naval Forces Central sa Philippine Navy ug ang Maritime Industry Authority (MARINA) sa pagpatuman sa EO ni Garcia.
“We need your help and Marina (Maritime Industry Authority). This is a time that we all collaborate forces because we are trying to preserve the waters of Cordova so it can continue to be a tourist destination. The way this is going in about a matter of time, this will practically be killing the goose that lays the golden egg. This is also a marine disaster waiting. If the fish are affected, wala na rin ang primary means of livelihood,” matod ni Garcia.
