AN INSTRUCTOR working for one of Cebu’s universities was arrested by police after two women accused him of sexually molesting them while onboard a van-for-hire (V-hire) while going to Cebu City from Daanbantayan in northern Cebu on Monday, Aug. 15, 2022.
The suspect was identified as Neil Montellano Bulambao, a resident of Barangay Nailon, Bogo City. Bulambao is also a former ship captain.
One of the victims, Gina (not her real name) said she boarded the V-hire with her boyfriend past 6 a.m. in Barangay Sabang, Danao City.
Gina said she decided to take a nap but woke up when the man next to her touched her. At first she thought it was an accident, but when he touched her breast again she moved away.
“I thought the first time was an accident, but when he inserted his hand inside my sleeve and touched my breast I moved,” Gina said in Cebuano.
When they got to Consolacion, Gina said he again touched her breast.
Her fellow passenger Jasmine (not her real name) said the same thing happened to her earlier.
Jasmine said she was asleep but woke up to the suspect’s hand inside her bra fondling her breast.
There was a commotion inside the V-hire when Gina’s boyfriend tried to beat Bulambao, but the other passengers managed to calm him down.
Bulambao was prevented from getting off the van when a new passenger entered. He then begged Gina and Jasmine for forgiveness.
The V-hire driver drove to the Basak Police Station in Mandaue City where the suspect was arrested.
During initial investigation, police discovered that Bulambao had a pending arrest warrant for theft so he was thrown behind bars.
SunStar tried to get Bulambao’s side on the matter, but he declined to be interviewed.
Bulambao was charged in court with two counts of acts of lasciviousness.
