THE Davao City Peace and Order Council (CPOC) was reconstituted through a recently signed executive order (EO).
Mayor Sebastian "Baste" Duterte signed EO 33 Series of 2022, also known as "An Order Reconstituting The Membership of the Davao City Peace And Order Council" on August 12, 2022.
EO 33 cited Department of the Interior and Local Government's (DILG's) memorandum circular No. 2019-143 dated August 27, 2Ol9 on the Omnibus Guidelines for POCs, amending the composition of the local POCs based on EO No. 773, Series of 2009, entitled "Reorganizing the Peace and Order Council."
"In the exigency of public service and efficient government community collaboration. There is a need to reconstitute, reorganize, and amend the membership in the Davao City Peace and Order Council (CPOC) to adhere to Executive Order No. 773 for a more effective way to address the security concerns of Davao City," the new EO stated.
EO 33 stipulated that Davao's CPOC will have the city mayor and the vice mayor as chairperson and vice chairperson, respectively, with heads or duly authorized representatives of member offices including the DILG city director; City Administrator's Office; Sangguniang Panlungsod (SP) representative, chairperson on Committee On Peace and Order and Public Safety; Davao City Police Office (DCPO) city director; Liga ng mga Barangay president; Public Safety and Security Command Center; National Bureau of Investigation (NBI) regional director; Land Transportation Office (LTO) regional director; City Prosecutor's Office; City Agriculturist's Office; City Planning and Development Office (CPDO); City Engineer's Office; City Health Office; City Legal Office; City Social Welfare and Development Office; City Treasurer's Office; and Davao City Investment Promotion Center.
The rest of the members are the City Transport and Traffic Management Office; Davao City Schools Division Superintendent, Department of Education; City Environment and Natural Resources Office; City Information Office; City Anti-Drug Abuse Council; Armed Forces of the Philippines (AFP)-Joint Task Force Haribon; AFP-1003rd Infantry Brigade; AFP-Task Force Davao; Bureau of Fire Protection District fire marshall, Bureau of Jail Management and Penology Davao City jail warden, and three private sectors representatives appointed by the chairperson upon consultation with Council members and upon acquiring appropriate security clearance.
The CPOC shall convene quarterly or as often as needed and invite other concerned agencies, excluded in EO 773 s. 2009, to join or participate in CPOC meetings and/or activities when necessary.
EO 33 mandates the CPOC to formulate a three-year Local Peace and Order and Public Safety Plan (POPS) to be incorporated consistently with the Comprehensive Development Plan; create a Special Action Committee (SAC) on Anti-Insurgency and Criminality, Crisis Management, and other SACs to prevent or address the issues or incidents on peace and order and public safety; create a Technical Working Group (TWG) for POPS Planning, following the guidelines prescribed by this Omnibus and other DILG issuances on the tools and processes of POPS Planning; provide a forum for interdisciplinary dialogue and deliberation of major issues and concerns affecting peace and order and public safety within their respective areas of jurisdiction; and recommend strategic actions or activities aimed at promoting, improving, and enhancing peace and order and public safety measures, including anti-insurgency measures within their respective areas of jurisdiction, among others.
EO 33 also created Special Action Committees (SACs) to address specific peace and order and public safety issues
and concerns. These are the SAC on Anti-Insurgency, SAC on Anti-Criminality, SAC on Public Safety, and the Crisis Management Committee.
Meanwhile, the POPS Plan Technical Working Group (TWG), with 24 members, shall be chaired by the City Planning and Development officer while the DILG city director will head the CPOC secretariat.
Members, consultants, technical and administrative staff, secretariat, and personnel of the CPOC shall receive honoraria or incidental expenses for services rendered and meeting/s attended subject to the availability of funds and the usual accounting and auditing rules and regulations.
The City Government shall include in its Annual Budget or Supplemental Budgets the funding requirements for the operating expense and honoraria or incidental expenses of the CPOC members, consultants, technical and administrative support staff, secretariat, and personnel, subject to the approval of the Sangguniang Panlungsod.
