Mayor Duterte bares 12-point agenda

DAVAO CITY Mayor Sebastian Duterte unveiled his 12-point agenda under his administration for the next three years.

In a press release from the Davao City Information Office, Duterte bared this during the Executive and Legislative Agenda (ELA) for 2023-2025 on Thursday, September 22. The ELA was attended by around 200 officials from the executive and legislative branches, and from the Department of the Interior and Local Government (DILG).

Davao City Acting Administrator Atty. Francis Mark Layog presented the 12-point priority agenda.

The 12 other key priority areas are poverty alleviation; infrastructure development; sustainable environment; health; education and human resource development; agriculture and agribusiness; business and industrial support development; transportation planning and traffic management; peace and order; disaster risk reduction and mitigation; good governance through innovative information and communication technology (ICT); and tourism and development and support services.

City Planning and Development Coordinator Engr. Ivan C. Cortez said the ELA is a DILG requirement that should be formulated within the first 100 days of every new administration.

He said that the ELA will set the development direction of the city government, together with the Sangguniang Panlungsod, for the next three years.

As discussed by DILG Davao Director Vicky Sarcena, the "ELA will also become the basis for the Local Development Investment Plan (LDIP)".

The LDIP will contain the list of projects and programs by the executive and the legislative for funding from all sources.

Duterte, in his speech, urged the executive and legislative offices to work together for the implementation of priority projects and programs to be identified under the ELA.

Vice Mayor J. Melchor Quitain Jr., meanwhile, told SunStar Davao in a text message on Friday, September 23 that both branches of the city government were able "to thoroughly discuss their respective plans and programs."

He said it serves as a roadmap to guide the local legislative council in identifying, analyzing, and formulating solutions to problems and issues requiring public policy action.

"Taking into consideration the city's 12 key priority areas, there will [be] legislation expected from this on the part of the City Council," Quitain said. RGL
