CSWDO proposes center for female CICLs, ex-drug users

THE City Social Welfare Development Office (CSWDO) is proposing the establishment of a center for female children in conflict with the law (CICL) and persons using drugs.

CSWDO head Atty. Marlisa Gallo said during a media forum on September 29 that the city does not have a center to cater specifically to young girls in conflict with the law, similar to the Bahay Pag-asa for boys.

“Ang i-cater pud ana ay kadtong naay mga kaso sa korte. Mga nag bangga sa balaod (We will cater those who have a case in court. Those who are in conflict with the law),” Gallo said.

The second center would house ex-drug users, who have just graduated from rehabilitation centers, where they are further treated and prepared before they are reintroduced into society.

“Fixed man gud ang term sa atong rehabilitation center so kung kinanglan nga ibutang sa siya sa sort of a halfway na i-prepare napud siya pagbalik didto sa community (The center is to house ex-drug users who still need to be put in a halfway facility before they can go back to the community since patients only have a fixed term in the rehabilitation centers)” Gallo said.

The two projects are being pushed under the Executive Legislative Agenda (ELA) 2023-2025, however, Gallo said there is no planned budget for them yet.

“Mao na isulod unta sa legislative agenda para matutokan (That’s why we have to include it in the legislative agenda so it can be prioritized),” she said.

On the other hand, the CSWDO is currently working on Davao City’s center for children with special needs which will have an early intervention and transition program, and allied medical services including occupational, physical, and speech therapy. ICM
