LTO to suspend online exam for license renewal

DUE to concerns of fraud, an official of the Land Transportation Office-Davao Region revealed that the agency plans to suspend the online examination for the renewal of its driver’s license around mid-October 2022.

“Pwede ra man gud ka manugo og laing tao to do it [exam] (They can ask someone else to take the exam). Unya pag-validate sa among office ang uban mo-reklamo kay di katubag (Then during the validation they can’t answer our questions), so mo-angkon sila kadugayan nga ‘lahi nag-exam para sa akoa’ (so they end up admitting that someone else took the exam),” Neil Cañedo, Regional Director of LTO-Davao, said in an interview with the SunStar Davao on October 3, 2022.

Cañedo said that based on Republic Act 10930 that for the renewal of the driver’s license, drivers must undergo five hours of lecture and examination.

“Didto man gud sa portal (On our portal), pwede ra ka modiritso sa exam without reading the ten topics nga makatabang unta sa ilaha especially sa special laws sa [RA] 4136 (you can just take the exam without reading the ten topics that supposedly will help them, especially in special laws such as RA 4136), plus the fact nga nagkadaghan ang mga fixers sa LTO (and the proliferation of fixers in LTO),” Cañedo said.

Cañedo said despite their effort to encourage the complainants to file a case against the fixers, the complainants opted not to.

“Dili man pud gud sila, mao na ang problema, kay hassle daw sa ilaha, so wala namo ginapugos (They are not interested to file because they said it's too much of a hassle on their part. We also do not force them to file a case against these persons),” Cañedo said.

Cañedo said they will not be able to take action against the fixers if no complaint is filed against them.

Meanwhile, Cañedo said to renew the driver’s license, applicants will be asked to enroll or visit a driving school for a five-hour lecture.

“Daghan man tag mga accredited nga driving school dire sa Davao (We have a lot of driving schools here in Davao), naa tay 20 kabook, dool lang mo didto, unya ingnon nimo didto nga molingkod ka for the five hours Comprehensive Driver’s Education (CDE) (we have 20 schools, they just need to go there and tell the school that they will take the five-hour CDE),” Cañedo said.

He added that drivers need not worry about driving schools giving them a “failing grade.”

“Dili man mo ingnon nga bagsakon gyud, it is just to test nga nakasabot mo kay pasabton mo ana (You do not need to worry about getting a ‘failing grade’ because they will simply test you if you did understand what was taught to you), so di gyud sila [driver] magool ana nga bagsakon sila because ang purpose ana is to refresh them from the special laws and others (so they don’t need to worry because the main purpose of the CDE is to refresh them about the special laws and others),” Cañedo said.
