THE Cebu City Police Office (CCPO) will tap force multipliers when it starts strictly implementing Oplan Disiplina.
CCPO Director Col. Ireneo Dalogdog suggested sending members of Task Force Kasaligan to help police officers during the implementation.
He explained that members of the task force would be of great help in enforcing the city’s ordinances since they helped implement Oplan Bulabog when coronavirus disease cases in the city shot up.
“Actually, we have a proposal to use force multipliers, especially the Task Force Kasaligan, since the task force was very effective during the height of the pandemic. Also, its members are very active and very supportive of the Philippine National Police,” Dalogdog said in a mix of Cebuano and English.
Task Force Kasaligan was created during the stint of then CCPO director Col. Josefino Ligan “to reinforce the CCPO in the implementation of IATF (Inter-Agency Task Force) guidelines, executive orders of the mayor and other health protocols.”
The city government hired more than 100 people for Task Force Kasaligan to help police apprehend violators of health protocols.
However, when Cebu City was placed under Alert Level 1 and restrictions were eased, task force members were deployed to the 11 police stations in the city to help in the campaign against criminality.
Dalogdog said everyone involved in the implementation of Oplan Disiplina should undergo an orientation, including station commanders, so they’ll know what to do once they’re out on the streets.
He said he didn’t want anyone involved in the implementation to break any rules.
On the first day of Oplan Disiplina’s dry run on Saturday, Oct. 1, 2022, the CCPO did not make any arrests. Instead, it issued warnings to violators and disseminated information.
Officials of the Cebu City Transportation Office, Prevention, Restoration, Order, Beautification and Enhancement team, Cebu Environmental Sanitation and Enforcement team and the Bureau of Fire Protection, which form part of the core group tasked to carry out Oplan Disiplina, are expected to meet this week.
Meanwhile, Dalogdog said they’ve inspected 664 establishments, apprehended 130 violators, rescued 301 minors, issued 146 citation tickets and clamped 302 vehicles since Saturday.
Oplan Disiplina strictly implements ordinances that prohibit smoking, spitting and urinating in public places, indiscriminate throwing of garbage, parking of motorcycles and cars in undesignated areas, especially on interior roads, among others, as part of Mayor Michael Rama’s “Singapore-like” vision for Cebu City.
