10ID to strengthen community programs to prevent resurgence of insurgent groups

THE 10th Infantry Division (10ID) said there is a possibility of a resurgence of the communist terrorist groups (CTG) in the Davao Region after being declared insurgency-free.

10ID Spokesperson Captain Mark Anthony Tito said during the AFP-PNP Press Conference on October 19, 2022, one of the reasons why CTGs have the possibility of coming back is due to issues in the society, and to prevent them, the Integrated Territorial Defense System (ITDS) should be strengthened.

“We need to strengthen ITDS nga kanang wala nay magamit pa na issue ang CTG against the government, nganong mag-join pa man ang mga tao sa ilaha nga na-resolve naman ang possible issues (to a point where CTGs will not be able to use pressing issues against the government, because why would people join them if we already resolved those issues?),” Tito said.

Tito said they are doing their best to strengthen ITDS to prevent a resurgence.

“Naa man gyud plano ang CTG to infiltrate, dili ni sila mosugot nga ani lang no, because naa man gyud na silay objectives which is to overthrow the government (The CTG will not stop and they will try to infiltrate the area because to meet their objective to overthrow the government),” Tito said.

To strengthen ITDS, Tito said they have to work with its components.

“Dili lang ni siya mga people’s organizations, dili lang ni ang community, part na ni diri ang Citizen Armed Force Geographical Unit (Cafgu), mga former rebels (FRs) (this is not only about the people’s organizations and the community, but we also have the Cafgu and even the former rebels),” Tito said.

Aside from strengthening ITDS, Tito said they are still implementing the whole-nation approach to fight against CTG.

“Mao ni ang monitoring sa Barangay Development Program (BDP), this project is under ni siya sa flagship program sa National Task Force ELCAC (End Local Communist Armed Conflict) (This is through monitoring the BDP, this project is under the flagship program of the). We believe this project and programs should be implemented,” Tito said. KSD
