THE Bacolod City Council has approved a resolution requesting the Bacolod City Police Office (BCPO) to regulate, inspect or prohibit the sale, distribution, and possession of bladed weapons and other forms of deadly weapons near the vicinities of all academic institutions within the jurisdiction of the city.
The resolution was authored by Council Claudio Puentevella, chairperson of the City Council committee on health.
Puentevella said it has come to the attention of the members of the City Council regarding the recent incident involving violence committed inside academic institutions using bladed weapons.
He said the sale, distribution, and possession of such bladed weapons and other deadly weapons near the vicinity of schools and other academic institutions are detrimental to the safety and welfare of the students and other members of the academic institutions.
He added that the police should regulate the sale, possession, and distribution of bladed weapons and other deadly weapons near the vicinity of academic institutions to prevent any future violence that is detrimental to the safety and welfare of the youth.
The councilor noted that Section 5 of Article II of the 1987 Philippine Constitution provides that the maintenance of peace and order, the protection of life, liberty, and property, and the promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy.
Puentevella said Section 13 of Article II of the 1987 Philippine Constitution provides that the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It will inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs.
He said Republic Act No. 7160, or the Local Government Code of 1991, provides that the Local Government Units shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental to its efficient and effective governance, and those which are essential to the promotion of the general welfare.
