DAVAO del Norte Governor Edwin Jubahib questioned the vehicular accident involving a government-owned vehicle assigned to the Sangguniang Kabataan (SK) that was driven by a non-government employee.

On March 21, the government-owned vehicle assigned to SK Federation President Emerson Dave Silutan was involved in a vehicular accident that caused “serious damage to the Suaybaguio Riña Elementary School property in Magugpo North, Tagum City, and to the service vehicle owned by the provincial government of Davao del Norte.”

“I am deeply disturbed and angered by the road mishap,” Jubahib said in a statement on March 23, 2023

He added that “this issue raises concerns about Mr. Silutan's judgment and his adherence to the rules and regulations governing the use of government property.”

“One pressing question that needs to be addressed is why a certain James Sarucan, a resident of Talomo, Davao City, who is not even a government employee, was driving the government vehicle in the first place,” Jubahib said.

The governor said the accident “raises serious questions” about Silutan’s commitment to the values of a government official and “undermines the trust placed in him by the people he represents.”

“I condemn this reckless act in the strongest terms possible,” he said.

Jubahib said that Silutan, as a Sangguniang Kabataan official and youth leader, is “expected to set a positive example and inspire young people in our community.”

Following the incident, Jubahib said he wants an impartial and thorough probe to “ferret out the truth in this accident.”

“It is crucial that all responsible parties, including Mr. Silutan, are held accountable for their actions, and that necessary sanctions and penalties are imposed as per the provisions of Philippine laws,” he added.

He said that they will work with the authorities to ensure all aspects of the case will be investigated fairly.

As of press time, Silutan has not issued a statement yet.

“While he may commit to paying for the incurred expenses for the repair of the vehicles and the damaged property, it is important to note that his acts would not exculpate him from his responsibilities and the potential legal consequences,” Jubahib said.

“As Governor, I am committed to ensuring the safety and well-being of our people, as well as maintaining the integrity and accountability of our government officials and employees, particularly those in the Sangguniang Kabataan who have a duty to be role models for our youth. Let this incident serve as a stern reminder of our collective responsibility to uphold the law, and protect public resources,” he added. (KSD)
