The Mandaue City Government will now proceed with its plan to construct a new government center at the site of the now abandoned Cebu International Convention Center (CICC).
This was the agreement made during a meeting of Gov. Gwen Garcia with Mandaue City Mayor Jonas Cortes and other city officials on Thursday, March 23.
The meeting was witnessed by Rhoda Movalye of the Commission on Audit 7. 
While the Capitol and Mandue City are awaiting the COA's reappraisal of the property and evaluation of the sale, construction of Mandaue's government center project will commence as agreed by the parties.
In 2017, the Provincial Government and Mandaue City entered into an agreement for the P300-million sale of the CICC, including the 3.2-hectare lot on where it stood, located in the city’s North Reclamation Area. The sale was completed in 2018.
In case the reappraised value by COA is higher than the original sale price, Mandaue City will pay the balance to the Provincial Government.
The renegotiation of the CICC sale came after the COA pointed out in its 2019 report that the sale lacked public bidding; “thus the  reasonableness of the negotiated selling price and the conformity of the sale with existing regulations was not ascertained.”
The dilapidated convention center was built to host the 2007 ASEAN Summit and related summits. The building was destroyed following the magnitude 7.2 Bohol earthquake in October 2013 and Super Typhoon Yolanda a month later. | CL / Photos: CC

Magsugod na ang Kagamhanan sa Dakbayan sa Mandaue sa pagpatukod sa bag-ong government center sa luna sa dugay nang giabandonar nga Cebu International Convention Center (CICC).

Kini subay sa nasabotan nila ni Cebu Governor Gwendolyn Garcia ug Mandaue City Mayor Jonas Cortes sa Marso 23, 2023 atol sa gihimong tigom kauban ang city officials.

Ang tigom gitambungan usab ni Rhoda Movalye sa Commission on Audit (COA 7), subay sa pahibawo sa Sugbo News.

Samtang naghuwat pa ang Kapitolyo ug ang Kagamhanan sa Dakbayan Mandaue sa uwahing reappraisal sa COA alang sa naasoy nga property ug evaluation sa pagbaligya, sugdan na sa Siyudad ang pagpatukod sa maong proyekto.

Sa 2017, ang Kagamhanan sa Probinsya ug Siyudad sa Mandaue nilagda og kasabutan alang sa pagbaligya sa CICC sa balor nga P300 milyunes, lakip ang 3.2 ektaryang luna kon diin natukod ang edipisyo sa may North Reclamation Area.

Giingong nakompleto ang pagbaligya sa 2018.

Sa nasabutan nila ni Garcia ug Cortes, kon ugaling mas mahal o mas taas ang reappraised value sa COA kon itandi sa orihinal nga presyo, ang Siyudad nisaad sa pagbayad sa balanse ngadto sa Kagamhanan sa Probinsya sa Sugbo.

Nasayran nga sa 2019 subay sa audit report sa state auditors, base sa COA circular 2017-003, dunay nakitang disallowance kay wa niagi sa buhatan pila ang pagbaligya.

Ang circular nag-ingon nga ang real estate ug ang ilang mga kalamboan sa local government unit “may be sold to other government or private entities under sealed bids, or by negotiation if a sealed bid has failed as defined herein at a price to be determined by the Committee on Awards.”
