Si Provincial Board Member John Ismael Borgonia, sa third district sa lalawigan sa Sugbo, nipasar og resolution aron makanselar ang donasyon sa Lot No. 930 nga adunay 5,000 metro kwadrado nga gidak-on nga gi-donate niadtong Agusto 7, 1975 sa panahon ni kanhi gobernador Osmundo Rama.
Ang function sa NGA mao ang pagpalambo sa rice ug corn industry sa nasod.
Sa resolution ni Borgonia, kini nitumbok nga nalapas niini ang terms and conditions sa donasyon human ang NGA gi-abolish pinaagi sa Presidential Decree No. 1770 nga nagmugna National Food Authority (NFA).
“The abolition of the National Grains Authority (NGA) is considered as a violation to the above-cited condition since the NGA no longer uses the said property, hence, by operation of law, the donated property has reverted back to the Province of Cebu,” matod sa tipik sa resolution ni Borgonia.

“There being a violation to the condition of the deed of donation and the donation having no approval of the President of the Philippines, there is a need for the Sangguniang Panlalawigan of the Province of Cebu to revoke the August 7, 1975 Deed of Donation in favor of the National Grains Authority (NGA),” dugang sa resolution.
