Davao City forms execom for major events

TO ensure the successful organization and execution of major city events, Davao City Mayor Sebastian Z. Duterte has issued Executive Order (EO) No. 12, Series of 2023, on May 24, creating the Executive Committee (Execom) and sub-committees for the Araw ng Dabaw, Kadayawan sa Davao Festival, Pasko Fiesta sa Davao, and other significant events.

The order defines their respective powers, functions, and duties, aiming to promote the city’s culture, unity, and creativity.

The City of Davao, known for its vibrant celebrations, commemorates its founding anniversary on March 1 of each year, in accordance with Republic Act No. 11379. This law declares March 1 as a Special Working Holiday in the City of Davao, Province of Davao del Sur, and is recognized as “Araw ng Dabaw.”

EO 12 underscores the importance of meaningful activities during this celebration.

Meanwhile, the Kadayawan sa Davao Festival, celebrated every August, showcases the city’s indigenous peoples, rich culture, and arts. Since its inception in 1988, the festival has gained significant popularity, attracting numerous tourists yearly.

The Pasko Fiesta sa Davao, held in December, aims to spread the spirit of giving and merrymaking among different sectors of society, particularly marginalized groups while highlighting the talents and creativity of Dabawenyos.

To ensure the effective planning and execution of these annual celebrations, EO 12 ordered the creation of the Execom. The committee will be chaired by the city mayor or, in his absence, the city administrator.

The vice-chairperson is the assistant city administrator for operations, who will assist in overseeing the committee’s activities.

The Execom’s members are the Chief of Staff of the City Mayor’s Office, the Chairperson of the Sangguniang Panlungsod Committee on Tourism and Beautification, representatives from the City Budget Office, City Tourism Operations Office, Human Resource Management Office, City Legal Office, President of the Davao Tourism Association, President of the Davao City Chamber of Commerce and Industry Inc., and co-chairperson of the Meetings Incentives Conference Events (MICE) Board.

The Execom has outlined several key responsibilities to ensure the successful planning, coordination, and execution of these significant city events, including planning and coordination, collaboration with government and private entities, support for implementation, local and international exposure, and other mandated functions.

Additionally, sub-committees have been formed to provide technical and administrative support to the Execom. These include the Cultural Cluster, Finance Cluster, Safety, Security and Traffic Management Cluster, Physical Arrangement, Cleanliness and Sanitation Cluster, Health Protocols Cluster, and Publicity, Promotions, and Documentation Cluster. Each sub-committee will have designated representatives from relevant government offices responsible for their respective areas.

National and city government offices in Davao City are urged to provide full support and cooperation for the successful staging of the events.

The CTOO will serve as the Execom secretariat and official spokesperson, handling administrative and secretarial activities. The City Legal Office will provide legal support to the Secretariat. The city administrator may assign additional city personnel to assist in administrative duties related to the events and activities.

Funding for the events and activities will be sourced from the city government’s funds, subject to standard accounting and auditing regulations. CIO
