A MOTORCYCLE rider died after he was hit by a trailer truck while going to work on June 3, 2023 on Ouano Avenue, North Reclamation Area in Barangay Subangdaku, Mandaue City, Cebu.

Assistant investigator Police Master Sergeant Melvin Leones of Traffic

Enforcement Unit told reporters on Monday, June 5, that the incident happened around 9 a.m. Saturday.

He said the victim, identified as Julieto Gasper Jr., 26, of Cordova, was headed for work in Cebu City and he was in a hurry because he had a meeting to attend to when he failed to see the truck in the opposite direction.

The victim sustained a severe injury on his shoulder. He was rushed to the Mandaue City Hospital for treatment but he was declared dead on arrival.

A closed circuit television (CCTV) footage of the incident showed that another motorcycle also hit the truck, but the driver of the other motorcycle was safe.

"We also cannot say that they were racing, but he (Gasper) was running fast," said Leones in Cebuano.

The driver of the truck was identified as Rey Calang, 42, from Compostela, Cebu.

Leones said that according to Calang, he did not know that he hit Gasper. He was only told by police who followed him about the incident.

Calapang was placed under the custody of the Mandaue City Police Office Station 2 in Subangdaku and was still waiting for the filing of appropriate charges against him.

Police said that Calapang may be charged with reckless imprudence resulting in death.

Meanwhile, Gasper’s family and the owner of the truck have not yet reached a settlement.

But Leones said that the owner of the truck visited the police station on June 3 and expressed willingness to shoulder the medical and burial expenses.

Hyl Retuya, legal head of the Traffic Enforcement Agency of Mandaue (Team), said Monday, June 5, that the area where the incident happened is accident-prone.

He said since the City has an ordinance that regulates speed limit, they will purchase speed guns this year or next year to determine the speed of vehicles.

A radar speed gun, also known as a radar gun, speed gun, or speed trap gun, is a device used to measure the speed of moving objects.

Retuya said the device is very expensive, but he could not yet give an amount.

Leones said that only a speed of 30 kilometers per hour (kph) is allowed for riders in Mandaue City.

As of March 2023, a total of 891 road accidents have been recorded. Of the number, 285 involved motorcycles. (HIC)
