There's a saying that goes, "In the face of adversity, some people break, while others break records." This certainly holds true for the Municipal Mayor of Porac, Jaime "Jing" Capil. Rising against the odds in local politics, he has been seen as a 'giant slayer' for his ability to overcome politically powerful foes and establish a progressive governance in Porac.
Mayor Capil's journey has not been smooth sailing. In his first term, he faced tremendous challenges. The Sangguniang Bayan, dominated by his political rivals, made things incredibly difficult for him. His governance was even forced to operate under a reenactment budget, compromising his ability to implement new programs and policies. The tide was tough, but Mayor Capil was tougher.
The emergence of the COVID-19 pandemic further complicated the situation. It brought unprecedented challenges that no local government unit was prepared for. However, Mayor Capil, with his tenacity and strong will, managed to navigate these turbulent times. His leadership shone brightest during this global crisis, proving that he was not a leader who shied away from challenges, but one who took them head-on.
Under Mayor Capil's stewardship, Porac has transformed into one of the most progressive local government units (LGUs) in Pampanga. His administration has facilitated various infrastructural, educational, and healthcare developments, significantly improving the quality of life in Porac. As a result, we are witnessing a surge of investors expressing interest in the municipality, further driving its economic growth.
In recognition of his leadership prowess, Mayor Capil was appointed as the co-chair of the Metro Clark Advisory Council. This position has further enhanced his ability to attract more developers and investors into Porac, amplifying its growth and development.
Mayor JVC’s “Bayung Porac” and the transformative change in his hometown has not gone unnoticed. Retirees from abroad are now considering Porac as their peaceful haven, contributing to the diversity and cosmopolitanism of the town. This influx of people, coupled with the rapid infrastructural and economic development, is a testament to the effective leadership of Mayor Capil.
With the current trajectory, it would not be a surprise to see Porac soon evolve into a city. The vision of Mayor Capil is slowly turning into reality, transforming the once quiet town into a bustling and prosperous city.
Despite the obstacles and challenges he faced, Capil remained steadfast and committed to serving his people. His dedication and effective leadership have resulted in the transformation of Porac, making it a beacon of progress and development in Pampanga.
