Zamora, Duterte top performing representatives in Davao Region

REPRESENTATIVES Maria Carmen Zamora and Paolo Z. Duterte topped the Performing District Representative Survey in the Davao Region by the RP-Mission Development Foundation Inc. (RPMD) again.

Zamora, who represents Davao de Oro First District, received 85.2 percent of the survey vote, followed by Davao City First District Rep. Duterte with 84.7 percent. Both were declared first placers in the survey. Both also topped last year's survey.

Davao City Third District Rep. Isidro Ungab and Davao Occidental Lone District Rep. Claude Bautista ranked second with 79.4 percent and 78.6 percent, respectively.

Davao Oriental Second District Rep. Cheeno Miguel Almario was the sole third placer in the survey with 74.1 percent.

In fourth place are Davao del Norte First District Rep. Pantaleon Alvarez (71.7 percent) and Davao City Second District Rep. Vincent Garcia (70.9 percent).

Davao del Sur Lone District Rep. John Tracy Cagas (68.4 percent) and Ruwel Peter Gonzaga (68.2 percent) both placed fifth in the survey.

On the sixth spot are Davao Oriental First District Rep. Nelson Dayanghirang (66.7 percent) and Davao del Norte Second District Rep. Alan Dujali (65.8 percent).

RPMD said the "Boses ng Bayan" survey was released based on the performance of public officials.

"The study focused on evaluating the effectiveness of District Representatives from the Davao Region. The methodology incorporated three primary parameters: district representation, legislation, and constituent service," the survey firm said.

RPMD said they utilized various parameters to ensure the "comprehensive examination of a representative's performance, underscoring their role in catering to constituents, pioneering impactful legislation, and delivering premium constituent services."

RPMD Executive Director Dr. Paul Martinez said the evaluation among legislators is important.

"Regular assessments are paramount to guarantee district representatives are adequately serving their roles," Martinez said in a statement.

RPMD said the survey was conducted from June 25 to July 5, 2023.

"RPMD carried out this exhaustive survey across every district in each region, accumulating responses from 10,000 registered voters," they said.

The sampling maintained a margin of error of ±1 percent at a 95 percent confidence level. Respondents were chosen randomly, with their numbers per district proportionally allocated according to official voting population data.

RPMD said the "Boses ng Bayan" survey is an initiative "to [promote] transparency and accountability amongst public officials."

Meanwhile, Zamora told SunStar Davao in a phone interview that she is honored with the recent survey turnout.

“It actually validates that I am doing good with my projects and programs. It’s an honor but at the same time a challenge on how I would be able to maintain it,” she said.

The Davao de Oro lawmaker also thanked her constituents for their continuous support.

She said that the survey is “not a competition” among fellow representatives but a self-assessment of how they performed in their respective districts.
