MORE than a week after halting the awarding ceremony for the Pasigarbo sa Sugbo 2023, the Cebu Provincial Government declared Minglanilla’s Sugat Kabanhawan Festival as the new winner of the ritual showdown on Wednesday, Sept. 6, 2023.
To round up the top five are Toledo City’s Hinulawan Festival in second place, followed by City of Naga’s Dagitab Festival in third place, Liloan’s Rosquillos Festival in fourth place, and Bantayan’s Palawod Festival in fifth.
Carcar City’s Kabkaban Festival was originally declared winner when the competition ended on Aug. 27 at the New Carcar City Sports Complex. However, due to “technical glitches” that marred the performances of other contingents, the Provincial Government decided on a recomputation of scores.
On Wednesday, Margem Tagalog of SGV & Co, an independent score tabulator for events that the Provincial Government and Pasigarbo organizers hired, gave mayors of the 50 towns and cities under the Province’s jurisdiction three scoring methodologies to choose from to determine the winners.
The first methodology was based on the total raw or average scores, in which the contingent with the highest score would be declared as winner. The second methodology was ranking total raw scores per judge, while the third methodology was ranking winning contingents per event criteria per judge.
The mayors, who were at the Capitol Social Hall, picked the second methodology.
