FORMER President Rodrigo R. Duterte continues to lead as a potential senatorial candidate in the 2025 elections, according to a survey.

Based on the September 2023 survey results of a big data research firm, Tangere, released on Thursday, September 14, Duterte, also a former Davao City mayor, remains to be the leading senatorial candidate for the 2025 polls with 62 percent.

He was followed by former Department of Social Welfare and Development secretary, now ACT-CIS Rep. Erwin Tulfo with 58 percent.

Also included in the list are re-electionists and former senators, led by former Senator Vicente "Tito" Sotto III (53 percent), Senator Imee Marcos (49 percent), Senator Bong Go (48 percent), former Senator Manny Pacquiao (44 percent), Senator Pia Cayetano (42 percent), Senator Francis Tolentino (40 percent), Senator Ronald “Bato” dela Rosa (38 percent), and Senator Lito Lapid (36 percent).

“Former Senator Manny Pacquiao made the highest increase in voter preference from 37.25 percent last August to 44.17 percent this September. Increase in votes for Senator Manny Pacquiao is driven by respondents aged 26-35 years old,” Tangere said.

Completing the Top 12 list were former Manila Mayor Francisco “Isko Moreno” Domagoso (50 percent) and physician Willie Ong (43 percent).

Former Vice President Leni Robredo nearly made the Top 12 with 33 percent of the voter preference.

Tangere, a mobile-based respondent application, said 2,400 respondents participated in its 2025 senatorial survey.

The percentage was evenly distributed throughout the country, with 12 percent coming from Metro Manila, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Duterte also topped the Publicus Asia survey as the most preferred senatorial candidate in the upcoming elections. RGL
