THE Duterte siblings, Paolo and Sebastian, have earned spots on the Top Performing City Mayors and District Representatives list in the Philippines, according to the recent RP-Mission and Development Foundation Inc. (RPMD) survey.

Davao City Mayor Sebastian Duterte secured the fourth position in a nationwide survey with a rating of 86.51 percent. He shared this distinction with accomplished city mayors, such as Jerry Treñas of Iloilo (86.78 percent), Ma. Ester Hamor of Sorsogon City (86.63 percent), and Vilma Caluag of San Fernando City (86.55 percent).

Joy Belmonte of Quezon City, boasting a remarkable rating of 95.73 percent, tops the list of exceptional city mayors. She is followed by Eric Singson of Candon City (94.86 percent). Art Robes of San Jose del Monte (91.67 percent), Benjamin Magalong of Baguio (90.91 percent), and Nikko Mercado of Maasin (90.88 percent) came close in the second tier.

Sharing the third spot were Lipa City Mayor Eric Africa (89.72 percent), Mandaue City Mayor Jonas Cortes (89.71 percent), Ozamis City Mayor Indy Oaminal (89.32 percent), Dumaguete City Mayor Ipe Remollo (88.94 percent), Talisay City Mayor Samsam Gullas (88.93) percent, Tagaytay City Mayor Bambol Tolentino (88.85 percent), and Lapu-Lapu City Mayor Ahong Chan (88.78 percent).

Meanwhile, Davao City First District Representative Paolo Duterte was recognized as one of the top-performing district representatives with a rating of 84.77 percent. 

Heading the list of distinguished representatives is House Speaker Martin Romualdez with 95.32 percent, followed by Sandro Marcos of Ilocos Norte (94.81 percent), Kristine Singson of Ilocos Sur (94.57 percent), and Duke Frasco of Cebu (94.55 percent).

Dr. Paul Martinez, the RPMD executive director, explained that these distinctions are bestowed upon public servants who excel in their respective roles, assessed through performance evaluations conducted by their constituents. 

The assessment of city mayors relies on seven key factors: service delivery, financial acumen, economic growth, leadership governance, environmental conservation, social initiatives, and community engagement.

The evaluation criteria for district representatives include district representation, legislative accomplishments, and constituent service.

The poll was conducted from June 25 to July 5, 2023, involving 10,000 randomly selected registered voters from diverse districts. It achieved a margin of error of one percent at a 95 percent confidence level, accurately reflecting official voting demographic profiles and ensuring data integrity.

However, RPMD’s credibility was questioned after it was revealed that the Securities and Exchange Commission (SEC) had suspended the registration of the research firm since September 18, 2017.

In a report by The Freeman published on May 8, 2022, Lawyer Sheara Lupango-Tamayo confirmed that the Certificate of Registration with the foundation number CN201120610, which belonged to RP-Mission and Development Foundation Inc., was suspended on September 18, 2017, as decided on August 15 of the same year.
