CITY OF SAN FERNANDO — Five villages in the province secured top spots in the 2023 Barangay Environmental Compliance Audit (BECA) of the Department of Interior and Local Government (DILG).
BECA is an initiative under the Manila Bay Clean-up, Preservation, and Rehabilitation Program that grants economic incentives and assesses the compliance of barangays to the pertinent provisions of Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act.
Provincial top-performing barangays from the city-level category include Brangay Malpitic in the City of San Fernano which was hailed as this year's top winner followed by Barangay Santo Rosario and Mabiga in Mabalacat City in 1st runner-up and 2nd runner-up, respectively.
Barangay Benedicto in Floridablanca town was hailed as the winner in the municipal level category while Barangays Jalung in Porac and Barangay Batasan in Arayat town were hailed as 1st and 2nd runners up, respectively.
Winners were selected by the Provincial Assessment Committee composed of representatives from DILG, Department of Environment and Natural Resources- Provincial Environment and Natural Resources Office among others.
Indicators in identifying the top performing barangays for BECA include existence of Barangay Solid Waste Management Committee (BSWMC), functionality of BSWMC, existence of the Barangay Solid Waste Management Action Plan/Program, and barangay ordinance on “No Segregation, No Collection”.
