Aquino explains first memorandum 'mess'

PRESIDENT Benigno “Noynoy” Aquino III maintained that there was no mistake in the issuance of Memorandum Circular (MC) No. 1, detailing the status of non-career executive service officials of the previous administration.

He reiterated that there was merely a need to "fine tune" the language in the directive so that all concerned employees could easily understand it.

“Para mas madaling masundan ng lahat ng kina-uukulan,” Aquino said, stressing that he received feedbacks from government officials prompting him to review the order.

To recall, Presidential spokesperson Edwin Lacierda had a hard time Thursday explaining why Malacanang was issuing two memorandum circulars with the same number.

Aquino however admitted that there was a lapse in the issuances.

In an interview, Lacierda said no one was "scolded" with the apparent mess on the issuance of the President's first memorandum.

“We had a meeting. Wala namang pinagalitan—kwentuhan lang,” said Lacierda.

On the fate of those employees who have been serving since Marcos time, Lacierda said they will be given one month more in service and their retention will be based on their qualifications. (Jill Beltran/Sunnex)
