San Fernando honored anew for permits issuance

CITY OF SAN FERNANDO - The City Government was recognized anew for its documented streamlined procedures on the issuance of mayor's permit.

Exactly one hour and 57 minutes to get the mayor's permit.

This was gleaned by the Central Luzon Growth Corridor Foundation Inc. and the Department of Trade and Industry (DTI) as it recognized the City Government last week in rites held at the Holiday Inn in Clark Freeport.

The two citations, where another was for the city's exemplary performance as a pilot area for the National Business Permit and Licensing Center (BPLS), came after the City Government led by Mayor Oscar Rodriguez was enrolled in the streamlined procedures Hall of Fame.

City Administrator Ferdinand Caylao told Sun.Star Pampanga the city topped other local government units in Aurora, Bataan, Bulacan, Nueva Ecija, Tarlac and Zambales, including Pampanga for its "uniform-one form-one application" issuance of mayor's permits.

"It will only take an applicant exactly one hour and 57 minutes because there is only one form, and one does not have to hop from one department to the other like the sanitary permit and the fire inspection are different. It's all in one, including the payment of fees," Caylao said.

He said that from the past years' records of two to three weeks, the processing was cut to four days. Then with the ISO certification the city earned, it was further cut to two days, down to eventually 4 hours until the record time of less than two hours now.

For Rodriguez, who threw back to the City Hall employees and departments what he described as an additional honor for the city to them for their efforts, the challenge now is to achieve maximum processing time.

"Our challenge now to ourselves is to cut processing to just minutes. We hope we could attain that," he quipped. (Jovi T. De Leon)
