MANILA -- Malacanang on Monday refused to define the parameters of the Truth Commission meant to investigate the scandals hounding former President Gloria Macapagal-Arroyo.
Presidential spokesperson Edwin Lacierda said they are waiting for former Chief Justice Hilario Davide, who is tasked to head the commission, to finalize the agency's structure.
