AFTER the inaugural speech of President Benigno "Noynoy" Aquino III last June 30 in Manila, Negros Occidental Police Provincial Office (Noppo) Director Manuel Felix directed all his men to observe the proper use of sirens.

Felix said only legitimate policemen should response to police duties and they will only be allowed to use sirens during emergency cases.

He said "counter-flowing" to beat traffic congestion in all roads and highways in the province is strictly prohibited.

Police Chief Inspector Rico Santotome Jr., Noppo public information officer, said the order was based on last week's Police Regional Office (PRO)-Western Visayas memorandum signed by its Director Artemio Hicban regarding the proper use of siren by all police personnel in the entire region.

The PRO order stated that "sirens and similar devices that emit exceedingly loud or startling sounds are strictly prohibited for use of Philippine National Police personnel in administrative, operational and other security escort movements for VIPs."

Santotome also said that erring police personnel will be administratively sanctioned relative to the unauthorized use of blinkers and sirens.
