CEBU City Mayor Michael Rama sings well. Given a chance, he is more than willing to render a few songs in an affair. He always brings with him a minus-one or CD of his favorite songs.
Rama also performs well with a live band. Among his signature songs are “The Way You Look Tonight” and Martin Nievera's “Kahit Isang Saglit.” Mike also plays the conga. In short, he is music-minded.
I am not surprised therefore that Mike wants the City to purchase musical instruments and to organize a band. An appropriation of P2 million has been included for this purpose in a P221-million supplemental budget that the City Council will tackle next week.
Is forming a band a priority for the city? I don't think so.
Mike explained that City Hall employees also have the right to relax and unwind and noted that a person is more productive if his/her likes are addressed.
You are right, Mr. Mayor. As they say, all work and no play will make a man dull. Life is boring if people don’t have fun.
That's why you sometimes see me, Mr. Mayor, in our favorite hangouts because, like you, I need to relax after a day’s work.
But what is the purpose of this band? Will it perform only during City Hall activities or after office hours?
Band members need long hours of practice. Are the employees who are members of band willing to spend their free time, like Saturdays and Sundays, for practice? Will they be given overtime pay?
What kind of relaxation do City Hall employees need?
If this band only performs during City Hall activities, I advise Mike not to pursue the plan of forming such a group. It's a waste of government funds.
It would be cheaper if Mike hires, if the need arises, the services of Baile Rama band, which is managed by his brother, Sammy. Maayo ning maong banda kay makaduyog gyod ni Mike.
