Councilor asks for city assets list

BACOLOD City Councilor Catalino Alisbo, chairman of City Council committee on government assets, has requested City General Services Officer Jerome Solinap to provide him with the list of all government assets of the city.

Among the assets to be included in the list should be properties of the city like buildings, markets, schools, motor vehicles, motorcycles, dump trucks and other units issued to the department heads and employees.

Alisbo stated that he needs the list for his legislative works and for other purposes.

His committee was tasked to take charge of all matters pertaining to the acquisition, disposition, inventory and status of assets of the City of Bacolod.

Section 376 of the Local Government Code of 1991 provides that "the persons in actual physical possession of government property or entrusted with its custody and control shall be responsible for its proper use and care and shall exercise due diligence in the utilization and safe keeping thereof."

Under that law, heads of departments or offices shall be primarily accountable for all government property assigned or issued to his or her respective department or office.

Buildings and other physical structures are under the accountability and responsibility of the City General Services Office.

Other offices primarily accountable for government property are also mandated to keep a complete record of all properties under its charge and should account for those properties at least semi-annually to the City General Service Office. (Carla N. Cañet)
