AFTER President Benigno Aquino III issued Executive Order 2 revoking midnight appointments of the previous administration, Malacañang announced not all of the affected officials will be removed.
Cabinet secretaries will still study the qualifications of each appointee.
Chief Presidential Legal Counsel Ed de Mesa said that if the appointment does not suffer from any legal infirmity, then it will be considered valid and will be respected.
De Mesa said that official acts of midnight appointee will be reviewed on a case to case basis adding not all of appointee's actions will be considered null and void
De Mesa said Executive Order 2 will not be revised. (Sunnex).
