GITUNOL na ang responsibilidad sa pagdumala sa Task Force Davao ni Colonel Oscar Lactao ngadto sa iyang classmate nga si Colonel Rey Leonardo Guerero kagahapon atol sa gihimong turnover ceremony didto sa TF Davao Headquarters, Sta. Ana Wharf, siyudad sa Davao.
Sa maong turnover ceremony, si Mayor Sara Duterte, kinsa maoy usa sa mga dinapit nga bisita, nagbutyag nga magpadayon ang suporta sa lokal nga kagamhanan ngadto TF Davao ilawom sa liderato ni Guerero.
"As usual magpadayon ang suporta sa gobyerno sa ila. Ang akong hangyo sa ila nga alerto kanunay because the people of Davao City will expect them to be always ready," pahayag ni Duterte dihang gihinabi sa mga tigbalita.
Si Lactao maoy usa sa tulo ka mga colonel nga bag-ong gidawat nga miyembro sa General Staff sa Philippine Army sa usa ka seremonyas nga gipangulohan ni Army Chief of Staff Gen. Renato David didto sa Fort Bonifacio, Taguig City niadtong Sabado.
Si Lactao maoy Assistant Chief of Staff for Operations, G3, hulip ni Colonel Buenaventura Pascual.
Ang G3, maoy principal staff assistant ngadto sa commanding general, bahin sa operasyon, organization, ug pagdumala sa Citizen Armed Forces Geographical Unit (Cafgu).
Si Lactao maoy mihulip kang Colonel Ranier Cruz niadtong Septiyembre 2008. Siya nagsilbi isip TFD commander sulod sa duha ka tuig ug napulo ka adlaw.
Atol sa turnover ceremony kagahapon, si Lactao nagpasalamat sa tanang mga sakop sa TF Davao nga miduyog kaniya sa iyang mga gimbuhaton sama sa pagseguro nga malinawon ang siyudad sa Davao.
"Naging very fruitful din ang stay ko as commander of the (TFD). Perhaps as highlights, when I came in 2008, kasagsagan ng rouge MILF (Moro Islamic Liberation Front) elements and after that pumutok na yung MILF. Nung 2009, yun namang spillover ng Maguindanao massacre ang focus. In 2010 yun namang national and local elections so pumuti buhok ko sa Davao city but I came out wiser with more experience," suma ni Lactao sa pakighinabi sa mga tigbalita.
Siya naghinumdom sa malisud nga kahimtang dihang nadakpan ang usa sa mga suspetsado sa pagmasaker 57 ka mga tawo didto sa Barangay Salman, Ampatuan, Maguindanao nga si kanhi Governor Andal Ampatuan Sr.
Ang TFD maoy gitahasan sa pagbalhin sa gobernador gikan sa Davao Doctors Hospital ngadto sa military hospital sa Camp Panacan.
Si Lactao nagpasalamat nga way nahitabong pagpamomba sa siyudad sukad nga siya nahimong commander sa TF Davao.
"There were 58 bombing incidents since I assumed sa lahat ng Region 11 and 12 but walang pumutok sa Davao City. That's an achievement in my watch and after noong Maguindanao Massacre, our succesful transfer sa high profile suspect from Davao Doctors to Camp Panacan without injury or damage considering mainit yung time na yun. During last election naisakatuparan rin partnership with the PNP and Comelec. Nailabas ang kagustuhan ng tao and na-proclaim yung winners at soonest possible time," pahayag ni Lactao.
Si Guerrero nagbutyag sab nga iyang himuon ang mga butang nga nasugdan ni Lactao nga maoy hinungdan nga nagmalinawon ang siyudad.
"My first activity is to roam around the city observing and getting pointers to maintain the good start of Colonel Lactao. I would rather to work and work than to talk and talk," pahayag ni Guerero.
