AN argument over water ended in a shooting between a police officer and the acting president of a homeowners’ association in a subdivision in Barangay Basak, Lapu-Lapu City yesterday dawn.
PO3 Dennis Camonay, 34, and Ruben Rafols, 47, were both wounded. The shooting happened around 12:15 p.m. inside Corinthians Subdivision in Sitio Suba Masulog, where they both live.
Initial police investigation revealed that Camonay, who is assigned at the Cebu Provincial Police Office, confronted Rafols, 47, over the removal of some houseowners’ water meter and then the latter fired at the police officer.
SPO2 Allan Pantaleon of the Lapu-Lapu City Police Office Homicide Section said Camonay was hit on his left thigh and fell to the ground.
He then pulled out his service firearm, a 9mm Beretta, and shot Rafols on his lower left leg.
Pantaleon said Rafols fell to the ground but continued firing at Camonay, who was also hit on his index finger.
They were taken to the Mactan Doctors’ Hospital.
The confrontation happened outside the residence of Veronica Igoy.
Pantaleon said Camonay, who was off-duty, and another resident named Lord Wendell Mangunat approached Rafols to talk about the complaint of some residents whose water meters were removed for delinquent payment of monthly dues.
It was not clear what the monthly dues were for.
Before they could even talk, Rafols drew a handgun from his waist and shot Camonay, Mangunat told police investigators.
Pantaleon said Rafols, who was transferred to the Vicente Sotto Memorial Medical Center in Cebu City, is in hospital arrest for direct assault and malicious mischief.
Police recovered five empty shells and a slug from a .45 pistol and an empty shell from 9mm pistol.
Camonay surrendered his service firearm while the responder from Marigondon Police Station turned over the .45 pistol allegedly owned by Rafols.
