Ang: All obligations should be settled

BACOLOD City Councilor Em Ang said the City Government should release the solid waste management shares to the barangays following the passage of the P225.3-million supplemental budget.

The P225.3 million includes funding requirement for environmental/sanitary services amounting to P62 million; donations, P47.3 million; and general services, P47 million, all under the City Mayor’s Office.

Mayor Monico Puentevella thanked the City Council for the passage of the supplemental budget he requested.

“Thank you to the council for their needed support at all times. This means a lot to our constituents,” the mayor said.

The City Council unanimously approved Tuesday night on first, second, and third reading the appropriation ordinance reverting accounts payable and other payable balances outstanding for more than two years totaling P17.5 million to unappropriated surplus, with colatillas.

Councilor Caesar Distrito suggested that a colatilla be included to the P17.5 million surpluses requiring City Accountant Corazon Cardel to submit a report by October 31, indicating the status of the payable balances (of about 979 individuals, suppliers and institutions).

Councilor Claudio Puentevella, chairman of the committee on finance, said the council asked to be furnished a copy of the accounts payables and other payable balances so they will know who have not yet received their payments.

The city accountant gave them the assurance that the claimants will receive what is due them, he said.

Councilor Archie Baribar suggested that the list of payables be posted in conspicuous places like the Government Center, Bacolod City Hall, and Central Market while Councilor El Cid Familiaran also suggested that priority be given to payments of terminal pay, payment to existing employees and suppliers, and to let the city accountant assist the claimants.

Vice Governor Greg Gasataya said it was also suggested that in the next supplemental budget, the mayor should request for a budget to be allocated for terminal benefits and other claims of persons and suppliers included in the P17.5 million surpluses and to inform the claimants about the procedure to claim their payment.

Distrito said he also suggested a collatilla that requires the submission of the list of payments to the garbage contractor from January to June, the recipients of donations, and the list of job order casuals for the allocation of supplemental budget.(CNC)
