City archive building construction delayed

THE City Archive and Recording Center construction has been delayed due to some important specifications by the National Archives of the Philippines, an officer said.

City Archive and Recording Chief Ann Victoria Silvosa, during the I-Speak Forum at the city hall conference room on Thursday, said that the delay was due to some building specifications that have to be followed.

"The City archive and recording center has been on the works since July last year. It's a big project and we are taking it slowly as the national archive of the Philippines are specific on the thickness of the walls what will surround the building and electrification, among other details," Silvosa said.

She said that the construction of the building has also been stopped because soil testing for the building will be held after the approval of the Supplemental Budget 3.

"We are conducting the soil testing which would take about 45 to 60 days. Unfortunately ang funding sa atong soil testing wala naapil sa atong 2015 annual budget (The funding for the soil testing was not included in the 2015 annual budget). Once the SB3 is approved, the construction will resume within 60 days," she added.

She also said that only the building construction was delayed since they already complied with other requirements such as training of all record officers from different offices on proper way of identifying documents, proper coding of document and disaster preparedness.

She said that they looking forward for the completion of their requirements for them to operate as separate department from the City Mayor's Office.

Silvano said that the proposal of their re-organization is still pending at the Human Resource and Management Office.

Silvosa added that the construction of the City Archives and Records Center is also one way of retrieving important details of history of Davao that were not documented and it would house perpetual documents such as records of City Mayor Rodrigo Duterte and Sangguniang Panlungsod resolutions.

The building has an estimated cost of P20 million excluding the budget for soil testing.

She said that they will have a soft copy and hard copy of documents stored and it can be accessed by the public

"At the end of this anyone of us can just go. You can access not only city documents in regional offices up to MalacaƱang. Siguro this office will be a station for this that would take a long time but it would certainly be a very good step," Silvosa said.
