Tugade orders PSD revamp

CLARK FREEPORT -- Clark Development Corporation (CDC) president and chief executive officer Arthur P. Tugade has ordered the re-assignment of several key personnel at the Public Safety Department (PSD).

Affected PSD officials were Ruben Luzong, from Senior Traffic Management Officer to Senior Operations Officer; Jesus Marquez, from Field Commander to Senior Traffic Management Officer; Rufino Baniqued, from Training Officer to Senior Intelligence Officer; Albert R. Sama, from Senior Intelligence Officer to Senior Investigation Officer; Hazel Robles from Investigation Officer to Tactical Operations Center Desk Officer; Ronald Pablo from Patrolman to Investigator; and Angelo Miclat from Enforcer (Special Reaction Unit) to Investigator.

Tugade said the new assignments will address and enhance the organizational and operational capabilities of the PSD.

Robin Cenzon, PSD assistant manager for operations, assumed as Officer-in-Charge of the department after PSD Manager Nicanor S. Targa faced a 30-day preventive suspension following a reported robbery incident, where a CDC traffic enforcer was involved.

The case is still under investigation by a special committee headed by Bernardo Angeles, CDC assistant vice president for Business Development.

CDC Board of Directors approved the new PSD assignment and authorized the CDC President to initiate review, and implement revisions and adjustments in the state-owned corporation’s existing Table of Organization.

The newly re-assigned PSD officers will undergo evaluation to assess performance of their new duties for the next six months.

There are 211 personnel in the CDC Public Safety Department.
