Group to Ombud: Probe 10 LGUs in dump violations

ANGELES CITY - The Alliance for the Development of Central Luzon (ADCL) has asked the Office of the Ombudsman to conduct an investigation on the alleged violation of environmental laws by some local government units (LGUs) in Pampanga.

The ADCL, together with the Environmental Management Bureau, conducted an inspection in various towns and cities in the province.

ADCL president Alfonso Dobles Jr. said 10 LGUs, including City of San Fernando, Angeles City, Mabalacat City, Guagua, Porac, Minalin, Masantol, Apalit, Santo Tomas, and Macabebe, were found using and operating illegal dumpsites to dispose solid waste in their respective jurisdictions despite order to close down dumpsites as mandated under the Republic Act 9003 or the Ecological Solid Waste Management Act.

In his letter to Ombudsman Conchita Carpio-Morales, Dobles also requested for investigation if the LGUs are misappropriating funds to finance operations of illegal dumpsites.

In Guagua town, Dobles said that even medical waste are dumped at the town’s illegal dumpsite, which is in violation of Republic Act 6969 or the Toxic Substance and Hazardous Nuclear Waste Control Act of 1990.

“We refer to your good office the findings of the joint inspection team and the possible filing of appropriate administrative and criminal charges against responsible officials of local government units,” Dobles said.

To implement this fundamental principle, Dobles said the Congress enacted several laws including RA 9003, the Philippine Clean Water Act of 2004 (RA 9275), the Organic Agricultural Act of 2010 (RA 10068), and RA 6969.

The Department of Interior and Local Government has enjoined local chief executives and other local officials to strictly observe provisions of RA 9003 and other related department orders to protect the environment. (Sun.Star Pampanga/Sunnex)
