THE City Council of Davao passed a total of seven landmark legislations out of the 221 approved ordinances in 2012.
Records obtained from City Hall legislative staff officer IV Stepha T. Axalan showed that one out of seven legislations, six were approved during the second half last year.
Based on the Semi-Annual Performance Report of the City Council, the local lawmaking body passed 221 ordinances, with 80 ordinances passed from January to June 2012 and 131 measures approved from July to December last year.
The Council also passed 698 resolutions last year, with 364 coming from January to June and 334 from July to December.
Most of the ordinances and resolutions passed were classified under the general administration, totaling to 664 (522 resolutions and 142 ordinances).
Councilors Jimmy Dureza and Tomas Monteverde IV were able to pass two landmark legislations while Leah Librado-Yap, Edgar Ibuyan and Victorio Advincula Jr., authored one each.
Librado authored Ordinance 0264-12, or the Ordinance providing for a Juvenile Intervention Program for Children in Conflict with the Law (CICL) and Children At Risk (CAR) of the Local Government of Davao City and appropriating funds, which was approved on March 20, 2012.
Ibuyan was author of Ordinance 0391-12 or the Ordinance creating the Davao City Public Employment Service Office (DC-PESO) and integrating it as one division under the City Mayor’s Office, which was approved on November 9, 2012.
Advincula authored the Ordinance 0407-12, or the Ordinance requiring all establishment, whether commercial, industrial or financial institutions, with capitalization of not less than P3, 000, 000, including, but not limited to, banks, pawnshops, restaurants, shopping malls, hotels, inns, educational institutions, hospital and medical institutions, gaming cockpits (Sabungan), private transport terminals on land, air and sea operating, within the City of Davao to install, operate, and maintain closed-circuit television (CCTV) cameras in public/common/areas, which was approved on December 4, 2012.
Dureza was proponent of Ordinance 0350-12, or the Ordinance approving the Davao Investment Code of 1994, as amended; and the Ordinance 0353-12 or Promoting Public-Private Partnership (PPP) in Financing, Construction, Operation and Maintenance of Local Government in Infrastructure or Development Projects, which were approved on August 9 and August 12, 2012, respectively.
Monteverde sponsored Ordinance 0367-12, or The New Comprehensive Anti-Smoking Ordinance of Davao City; and Ordinance 0390-12 or the Ordinance amending Chapter 5, Article 7 (Cemetery Charges, particularly sections 298-313 of the 2005 Revenue Code of Davao City, which were approved on September 25 and November 9, 2012, respectively.
In 2011, the City Council passed four landmark legislations.
The four ordinances include Ordinance 0170-11 authored by Councilor Jimmy Dureza or the Ordinance for the Mandatory Daily Toothbrush Drill for Children under the Early Childhood Care and Development Program of Davao City; Ordinance 074-11 authored by Councilor Emmanuel Galicia Sr., otherwise known as the Ordinance Penalizing Any Person in Actual or Constructive Possession of Any Dog Found Defecating upon another person's private property or on commonly used playgrounds of on public properties; Ordinance 071-11 authored by Councilors Pilar Braga and Victorio Advincula Jr. or the Ordinance Requiring All Drivers of Public Utility Vehicle in the city to secure an official identification card from the City Government; and an Ordinance Allowing the City Mayor to Enter into an agreement with the National Statistics Office to conduct on-site civil registration on identified public schools in the city.
Meanwhile, Councilor Pilar Braga recorded the highest number of sponsored, co-sponsored and proposed resolutions and ordinances last year with a total of 202 from January to June and 218 from July to December 2012.
