Localized peace talks pushed

CARAPALI Lualhati, former national commander of the Revolutionary Proletarian Army-Alex Bongcayao Brigade (RPA-ABB), said he believes that localized peace talks between the government and the mainstream Communist Party of the Philippines-New People's Army (CPP-NPA) would possibly succeed.

He cited the history of the peace talks when he was still with the mainstream rebel faction where ups and down happened because the CPP-NPA take it as a surrender with their arms once they negotiate with the government.

"I still believe that the CPP-NPA never gave up their armed struggle and that the peace negotiation was just used as a tool for propaganda purposes to advance their armed struggle,” he said.

Expectedly, the Central Committee of the CPP- NPA would neglect all the localized peace talks because it would benefit their local comrades. We should give weight to the local people and the Negrenses to achieve real peace and progress and it would be up to the local people to initiate the localized peace talks, he added.

Meanwhile, Carapali also lamented that, up to this time, the final peace agreement between the RPMP-RPA- ABB was not yet signed, despite the achievement of the peace agreement.

The final peace agreement was set last year but was not yet realized until this time.

Carapali further pointed out that the most important in a peace negotiation is the cessation of hostilities to erase doubts and conflicts on some issues like the social economic reforms and some other reforms.

"What is important also in a peace negotiation is the sincerity of both parties," Carapali added. (TDE)
