Police vow to make Oro peaceful, orderly

THE Cagayan de Oro City Police (Cocpo) have sworn to ensure the city becomes a model of peace and order and to seriously take the challenge especially that Mayor Oscar Moreno has vowed to give his full support.

The local government handed over 20 XRM motorcycles to Cocpo for distribution in 10 police stations in the city while the other 10 will be placed in the City Public Safety Company (CPSC).

The motorcycles are expected to enhance the police efficiency and mobility in solving and preventing crimes in the city.

“We take that challenge head on and positively,” Cocpo Head Graciano Mijares told Sun.Star Cagayan de Oro.

He said: “With a supportive local government unit (LGU) and community, we shall face challenges from threat groups and criminals with confidence and we shall continue to exert our best efforts in serving the people of CDO.”

He said the release of motorcycles is just one of the measures to address criminality.

During the turnover of the units of motorcycles to Cocpo on Tuesday, Mayor Oscar Moreno spoke before the city’s police and reminded them to uphold and respect the Philippine Constitution and its provision in line with solving the rising criminality in the city.

In his message he said they (police) should always respect the “provision, the letter and spirit of the Constitution that defines the police as national in scope and civilian in character.”

“My simple answer has always been and that remains consistent up to now and it will be consistent for as long as I am in public service, that we respect the provision, the letter and spirit of the Constitution,” he said.

Moreno, however, acknowledged the many things needed to be done in solving criminality in the city.

Moreno also challenged the Cocpo leadership to join hands with the LGU and the community to achieve the peace and order goals under his administration.

He urged all sectors of the society to foster teamwork, collaboration and harmony to maintain orderliness in the city.

“But to me the most important relationship is one that is anchored on trust, respect and hope,” Moreno added.

Moreno dared the police to perform better in pursuing the ambition that Cocpo will become a model police organization not only in Mindanao but in the entire country.

“This will not be easy, I hope I can count on your commitment. What I can only give to you in return and in consideration of your support and cooperation is a high sense of pride, dignity and fulfillment that during our watch we have made Cagayan de Oro city the best police organization in the country,” he said.

r911 hotline

Moreover, Moreno announced the implementation of hotline number 911 in the city under retired Colonel Mario Monsanto, who is the officer-in-charge of the 911 hotline in Davao City.

He also assured that 911 and the police will have a clear delineation of work.

However, teamwork, collaboration and harmony among the members including the Armed Forces of the Philippines and other organizations should be attained.

“Police will have its territorial integrity and that the job of 911 is to be readily available not only for police operation but also for emergency and other rescue work,” he added.

rMore stations, double efforts

In addition, Police Chief Inspector Lemuel Gonda, chief of Cocpo’s operations and plans branch said, “We’ll double our time and effort for greater performance to become a good example to the people.”

Gonda even said there will be two more police stations to open soon to ease the arrest of criminals and prevent crimes from taking place.

He said the area of responsibility of Police station 4 in Agora, Lapasan, is so wide that it needs a supplemental police precinct.

Another police station will be established in the Lumbia area to serve the hinterland villages from barangay Tumpagon to Besigan.

Cocpo is also eyeing another police station to open at either barangay Kauswagan or barangay Bonbon.

Gonda lauded Moreno who also vowed to fully supply Cocpo their needs which will reinforce its peace and order efforts.

He said Cocpo would need additional communications equipment such as handheld radios with wider range.

Gonda expressed concern over the number of Cocpo’s police officers that is slightly low compared to the ideal figure based on the population of the city and “walk-in” populace from neighboring provinces and cities.

But, he added that this has been addressed already and that anytime soon there will be an additional police force coming from the Regional Public Safety Battalion.

Gonda assured the public that with the collaborative efforts of the police and the community, the mayor’s dream could be achieved.

Meanwhile, Gonda hailed the Philippine Drug Enforcement Agency for arresting two police officers involved in illegal drug trade in Cagayan de Oro, expressing that the regional anti-illegal drugs department can expect their full support from the Philippine National Police.

He said Cocpo is regularly conducting random drug testing to its elements especially those who are reported to be involved in the illegal drugs trade.

Gonda said the Cocpo leadership is giving preferential attention to persons in uniform that are reported to have used, are using and selling illegal drugs.

But, he said that so far, no police officers were found to have been positive for use of illegal drugs.
