Councilor wants more PUJ terminals

A CEBU City councilor wants additional public utility jeepney terminals to be established in the city as the existing ones have already reached or are reaching their designed capacity.

Councilor Gerardo Carillo, chairperson of the City Council’s committee on traffic management, said he wants the private sector to submit proposals to the City Government to help address the matter.

“Cebu City, as the hub of metropolitan Cebu, is experiencing a severe strain on its transport capacity, threatening the city’s continuing viability and livability,” he said.

“The City recognizes that the private sector can contribute significantly in the planning and implementation of transportation and traffic management plans and

programs,” he added.

Also, Carillo said the establishment of an additional terminal would help curb the indiscriminate loading and unloading of passengers from public utility vehicles.

In his one-page approved resolution, Carillo said the proposal from the private sector should include a technical study to show that there is a public need for an additional terminal.

It should also include a technical proposal for the project that will indicate the technical layout and site development plan, facilities to be included, personnel needed and other relevant information to show the technical soundness of the project, he said.

Carillo said a traffic impact assessment study should also be conducted and a financial offer to the City should be presented.

The financial officer, he said, should consist of a guaranteed amount plus a percentage of the gross income, financial analysis, and terminal user fees that should be based on prevailing approved rates for existing terminal operations.

City Traffic Operations Management (Citom) board chairperson Rene Almendras said they

will be discussing the move to ask the members of the private sector for the establishment of new terminals within this month.

He said there is an urgency in the matter considering that the contract of the operators of the One Citilink Terminal with City Hall will soon expire.

The said terminal, which is the only accredited terminal in Cebu City under City Ordinance 1958, started its operations in 2003.
