Capitol to hire more employees

THE Negros Occidental government may hire additional 100 employees during the full implementation of the reorganization at the Capitol, said provincial administrator Enrique Pinongan.

This after he met Wednesday with the Capitol department heads, the reorganization committee, and the CPRM consultants wherein they discussed all recommendations pertaining to the reorganization.

He added that the meeting was "more of a consultation" where the department heads made comments on the recommendations of the committee.

Instead of firing out some employees, Capitol will hire additional employees, Pinongan said.

"We are in the process of summarizing and consolidating all the comments and recommendations," he said.

After the summary, the comments will be returned to the department heads who will meet again with the committee to finalize everything, he pointed out.

"This is part of the democratic process we are following," he stressed.

Pinongan said the possible increase in the Capitol's workforce is in the area of agriculture and veterinary services.

He cited the proposed phasing out of the Provincial Cooperative Office, which will mean that the current employees can apply in other offices and departments.

There is also no phasing out of departments but instead a fusion of divisions within the department itself, like the Office for Sports to be fused with the Panaad Park Office, Pinongan said.

"The Provincial Library will be merged with the Public Information Office and the Lagoon Park Office will now be under the General Services Office," he said.

"A reorganization does not necessarily mean that there will be lay-offs or reduce the number of personnel," he pointed out, adding that Gov. Alfredo Marañon Jr., wants the Provincial Government to be "more responsive to the actual needs of the time."

We did not even yet discuss the province-run hospitals, which may also need additional workers with the opening of new health facilities across the province, he said.

"We may implement it in 2014," Pinongan said.
