Baguio vies for Red Orchid Award

BAGUIO City is vying for the Red Orchid Award (ROA), the highest honor given the Department of Health (DOH) to local government units that advocate a smoke-free environment.

Dr. Donnabel Tubera, tobacco control coordinator of the City Health Services Office, last Tuesday presented the city’s anti-smoking program, activities and achievements before the members of the ROA validation team headed by Department of Health (DOH) Central Office information officer Erma Molina.   
With the team are representatives from the Civil Service Commission and the Framework Convention Alliance on Tobacco Control-Philippines (FCAP).

Tubera said the city’s smoke-free campaign, “Karadkad,” which in Ilocano means “more than healthy,” adopts the systems approach of management where the program components are inter-related and inter-dependent.

She said the city has integrated the DOH’s anti-smoking and tobacco control activities in its pregnancy care program in view of the increasing trend in female smokers in the city, the National Service Training Program (NSTP) because of the increasing number of youth smoking in the city, and in the anti-tuberculosis program because most of the TB patients were smokers.

As a result, Baguio schools and hospitals have been declared smoke-free by the DOH.

There is also a drop in the number of anti-smoking apprehensions by the police, Tubera said.

She said recent studies showed the city has been losing P77 million each year in terms of cost of illness due to smoking.

Nominees for the Red Orchid Awards are judged on how they monitor tobacco use and prevention, protect people from the effects of tobacco, offer help to quit, warn about the dangers of tobacco, enforce ban on tobacco advertising and promotions and raise taxes on tobacco. (AR)
