Pampanga Day is a special non-working holiday

CITY OF SAN FERNANDO -- The 442nd Pampanga Day Founding Anniversary on December 11 is a special non-working holiday, giving Kapampangans a chance to join the celebration highlighted by the Most Outstanding Kapampangan Awards at the Bren Z. Guiao Convention Center at 5 p.m.

The late President Ferdinand Marcos, through Proclamation 2226, declared December 11, 1982 and every year thereafter as "Aldo Ning Kapampangan," a special non-working holiday in the province’s 19 towns and the component cities of San Fernando and Mabalacat, excluding highly urbanized Angeles City which is politically independent from Pampanga as a chartered city founded on January 1, 1964 under Republic Act 3700.

The commemoration was first declared an official non-working holiday during the incumbency of Governor Estelito Mendoza who also commissioned the composition of an official Pampanga hymn which is sung during official functions of the provincial government up to the present.

This year, Governor Lilia Pineda did away with "exorbitant activities" but nonetheless emphasized the importance of Pampanga Day as she said she wants every Kapampangan to join in the commemoration of the founding anniversary of Pampanga, it being the oldest province in the country.

Since this year's "Aldo Ning Kapampangan" falls on a Wednesday, the Department of Labor and Employment Central Luzon Office (DOLE-3) said that pay rules for special non-working days shall apply.

The DOLE-3 disclosed that for special (non-working) days, the guidelines are: If the employee did not work, the "no work, no pay" principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day; if the employee worked, he/she shall be paid an additional 30 percent of his/her daily rate on the first eight hours of work. Computation: (Daily rate x 130 percent) + COLA.

If the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 130 percent x 130 percent x number of hours worked); if the employee worked during a special day that also falls on his/her rest day, he/she shall be paid an additional fifty percent of his/her daily rate on the first eight hours of work. Computation: (Daily rate x 150 percent) + COLA; and if the employee worked in excess of eight hours (overtime work) during a special day that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 150 percent x 130 percent x number of hours worked).
