Firecracker factory owner, 6 other face multiple raps

MULTIPLE charges were filed by the police before the City Prosecutor’s Office on Wednesday against the owner of an illegal firecracker factory arrested in a raid by Bacolod City Police Office (BCPO) Special Operations Group (SOG) in Barangay Mandalagan Monday.

Superintendent Jefferson Descallar, head of SOG, said charges for violation of Republic Act 7183 or illegal manufacturing of firecrackers, R.A. 7610 or Anti-Child Abuse Law, and R.A. 8294 or illegal possession of explosives were filed against Regolo Gargar, 56, owner of the factory.

Charges for violation of R.A. 7183, , an act regulating the sale, manufacture, distribution and use of firecrackers and other pyrotechnics devices, was also filed against his employees Bonifacio Tan, 24; Arjay Toysa, 28; Arjay Revillame, 20; Benito Arsaga, 24; Bonifacio Vermijo, 37; and a 15-year-old boy.

Descallar said the five employees of Gargar were released from the lock-up cell of Police Station 3 after the 18-hour reglementary period has lapsed, while the minor is in the custody of Social Development Center.

He explained that Gargar was not released yet because he is subject to a 36-hour reglementary period.

Descallar said that during their operation close to midnight Monday they found factory owner Gargar and his workers in the act of making firecrackers.

Gargar failed to show his license to operate or manufacture firecrackers, he said.

Descallar said they seized 43 boxes of assorted finished firecrackers, several sacks and boxes of five-star firecrackers and candle bombs as well as supplies of sulphur powder, aluminum powder, potassium chlorate, and papers used to make firecrackers.

He added that the location of the makeshift factory is dangerous because it is situated adjacent to a residential area.

Senior Supt. Edgardo Ordaniel, acting director of BCPO, said the apprehension of the suspects should served as a warning to the manufacturers that the BCPO is serious in the campaign against illegal firecrackers this Christmas season.
