City councilor told: See Comelec

BACOLOD City Election Registrar Mavil Majarucon-Sia advised Councilor Wilson Gamboa Jr. to personally file his corrected Statement of Contribution and Expenditures (Soce) before the Finance Department of the Commission on Elections (Comelec) central office.

The councilor has been included in the list of 424 sitting officials around the country ordered to vacate their posts for failing to submit their Soces.

Majarucon-Sia said the Comelec Finance Department will evaluate the documents related to the Soce.

She said Gamboa visited her office two days ago to supposedly submit his Soce but she told the councilor to submit the document to the Comelec central office personally.

Majarucon-Sia, however, said her office received a copy of the rectified document of Gamboa.

“There is a need for Gamboa to personally explain to the legal department the reasons behind his supposed non-compliance with the Comelec guidelines on campaign expenses,” she added.

Majarucon-Sia said Gamboa’s new document should also be submitted there because it was the central office that issued the list of officials that allegedly failed to comply with the Soce requirements.

Earlier, Gamboa said he was able to submit his Soce before the deadline last June 13; however, he submitted using an old form, which is no longer the prescribed form of the Comelec.

“All the councilor needs to do is to simply rectify the error by simply filing a new Soce using the prescribe form,” Majarucon-Sia said.

Meanwhile, Glenn Guzman, city director of the Department of Interior and Local Government (DILG), said his office has not received any order or memorandum from their central office related to the joint order of the DILG and the Comelec ordering sitting elected officials to vacate their posts for failing to submit their Soces.

Guzman said he received information regarding the order only from news reports, adding that he also asked both the provincial and regional offices of the DILG, but he was informed that no such memorandum or circular was issued.

Gamboa can continue to discharge his functions as member of the city council for the time being, the DILG official said. (CNC)
