Drivers under LTFRB’s close watch

THE Land Transportation Franchising and Regulatory Board (LTFRB) personnel have started monitoring public utility vehicle (PUV) terminals and major malls in Cebu City as part of its campaign against the illegal activities of drivers and operators.

LTFRB 7 Director Ahmed Cuizon said they are on the watch for overcharging of fares, refusal to convey passengers to their final destination and overloading of passengers, as well as colorum transport operations.

“This is in line with the nationwide Oplan Bright Star of LTFRB. Also, our office is issuing special permits to buses so they can operate outside of their regular travel line,” Cuizon said.

As for the refusal to convey passengers, Cuizon said that drivers can be apprehended if their bus route is for Argao, Cebu, for example, but the driver only goes as far as Carcar City despite the presence of passengers bound for Argao.

Cuizon said they have also issued special permits to some operators to accommodate the large volume of passengers going to their hometown during the Christmas break.

For example, if there are passengers waiting for a ride at the Cebu South Bus Terminal but there is no bus available, operators of buses at the North Bus Terminal can ply the routes in the south if they have a special permit from LTFRB.

LTO 7 Director Arnel Tancinco, for his part, said their enforcers will inspect buses and their documents to determine whether the units are roadworthy and are not colorum.

Tancinco said that colorum PUVs should be stopped because if they get involved in an accident, the passengers cannot claim insurance benefits.

The inspection started last Dec. 20 and will end today. It will resume on Dec. 27 until Dec. 31.

At the Cebu ports, Glenn Sarador, the Cebu Ports Authority chief of police, said they increased police visibility and activated passenger help desks in all the ports.

Sarador said they also have an ambulance on standby in Pier 3 in case of an emergency.

Close Circuit Television (CCTV) cameras have also been installed in passenger terminals for easy monitoring of the crowd.
