Law vs littering pushed

CITY of SAN FERNANDO -- In continuing efforts to curb indiscriminate garbage disposal in Pampanga, fourth district Board Member Ricardo Yabut over the weekend filed another ordinance seeking to put more teeth to and raise consciousness about Republic Act (RA) 9003.

Yabut said the growing concern over garbage and “ignorance” of RA 9003 (An act providing for an ecological solid waste management program, creating the necessary institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties, appropriating funds therefore, and for other purposes) should be given much needed attention and focus.

“That is why we decided to file another ordinance prohibiting the littering, dumping and throwing of garbage of not only in waterways but everywhere as well. The law in support of RA 9003 now requires owners, lessees, occupants of residential buildings and commercial establishments whether public or private, to clean and maintain their frontage and immediate surroundings or face sanctions and penalties,” he said.

Yabut, the Provincial Board’s vice-chair of the committee on environment and author of the resolution “Isang Araw na Walang Plastikan,” told Sun.Star Pampanga that the enactment of the law appears urgent in lieu of the menacing environmental problem.

“Nakakalungkot lang kasi na marami pa rin sa atin ang walang pakialam sa problema ng basura. They still do not know that it leads to other concerns like health and flooding,” he said.

“We in the Sanggunian believe that we have the political will and determination to solve this growing problem basta sama-sama at tulong-tulong tayo,” said Yabut.
