Probe on maltreatment of stray dogs sought

THE City Council of Bacolod has passed a resolution Wednesday requesting the City Veterinary Office to shed light on the alleged “cruel, irregular and unethical treatment of stray animals” at the City Pound.

Councilor Claudio Jesus Puentevella, who authored the resolution, said there are a number of complaints on the reported animal cruelty.

On social networking site Facebook, posted is a photo of caged dogs with the label, “Stop Killing Dogs in the Bacolod City Pound. Mayor Puentevella, allow us to adopt dogs!”

City Ordinance No. 184 Series of 1997 provides rabies eradication, prevention and control program while C.O. No. 544 Series of 2011 establishes the dog owners’ responsibility and requires them to use enclosures or fenced-in yards to “prevent rabies injury, damage and other hazards.”

Puentevella said that under these ordinances, stray dogs caught shall be placed at the dog pound otherwise, they shall be exterminated humanely.

“Stray dogs were euthanized by unethical and painful means. There are other humane options of putting to sleep stray animals that were caught and impounded,” he said.

The resolution was co-authored by Councilor Em Ang.

Meanwhile, Puentevella, in another resolution, requested the Central Negros Electric Cooperative (Ceneco) to formally explain the prevalence of power outages in the city.

He said the widespread and frequent occurrence of brownouts in the city can negatively affect the rate of business velocity and services of government agencies as well as negatively affect usual household chores and routine tasks of the community.

Puentevella said his office was able to gather several complaints regarding the “occurrence of variability of power supply and brownouts.”

“It is in our mandate as government officials to probe matters such as these. Proper power distribution and minimizing brownouts will contribute to the general welfare of Bacolod,” he added.
