Arroyos file bill for ex-prisoners

CITY OF SAN FERNANDO -- Pampanga second district Representative Gloria Macapagal-Arroyo and son Camarines Sur Representative Diosdado Macapagal-Arroyo filed House Bill 3268, which shall be known as the "Former Prisoner's Act of 2013."

The bill will address the "reluctance of employers to hire workers with prison records."

The proposed bill seeks to provide incentives to private establishments hiring former inmates.

It proposes an additional deduction from gross income, equivalent to 15 percent of the total amount paid as salaries and wages to former prisoners, to be given to business establishments employing ex-prisoners.

It also seeks to create a Committee on Employment Opportunities for Former Prisoners under the Department of Justice.

According to the two lawmakers, this bill will make life easier for former prisoners by making employment opportunities available and accessible so that they may enjoy their gained freedom and life after incarceration meaningful.
