630 families get lot certificates

FLORIDABLANCA -- Vice President Jejomar Binay on Friday led the distribution of Certificates of Lot Award (CELAs) to 630 occupants of non-core properties of the Philippine National Railways (PNR) in Floridablanca, Pampanga.

The 630 families are beneficiaries of the Housing and Urban Development Council's (HUDCC) socialized housing program by virtue of Executive Order (EO) 48, series of 2001.

"Who wouldn’t be eager that the day has finally come? Some of you have lived in the land owned by [PNR] for more than 60 years," Binay, chairman of HUDCC, told the beneficiaries.

EO 48 declared non-core properties of PNR, totaling some 1,000 hectares, as socialized housing sites and allowed the distribution of the land to qualified occupants.

Non-core assets are those that are either not essential or no longer used in a company's business operations.

Binay said six barangays in Floridablanca are covered by EO 48. The villages include Solib, San Antonio, Poblacion, Maligaya, San Isidro, and Paguiruan.

The Vice President said HUDCC gave P1.2 million last year for the survey of the six barangays.

Binay turned over another P1.5 million to Mayor Dante Torres to be used for the land survey of PNR properties in nearby Guagua town.

"Mayor, I hope that next year or even sooner, I can visit your town to distribute CELAs to more than 1,600 family-beneficiaries of this program," Binay told Torres.

Binay also reminded beneficiaries to pay their monthly amortization dues diligently.

"My advice to you is to not forget your obligation. For those who have vices, lessen or stop these habits so that you can save for your monthly payments," he said.

“If you’re happy that you received your CELA today, I’m sure you will be happier when you receive your lot titles,” he added.

Binay said the plan of the National Government, in partnership with Governor Lilia Pineda, includes a housing program for indigenous peoples in Nabuklod, Floridablanca, and the distribution of land titles for the survivors of the Mt. Pinatubo eruption in 1991 who are living in resettlement sites.

"We have already constructed more than 70 houses and we expect to turn over all housing units to our indigenous kababayans before the year ends," Binay told Pineda.

“I want to inform you that we are currently working [on the land titles] with the Register of Deeds and monitoring them so we can distribute the titles to the beneficiaries at the soonest," he added.
