CITY OF SAN FERNANDO -- Pampanga Representative Gloria Macapagal-Arroyo (second district), together with her son Camarines Sur Representative Diosdado Macapagal-Arroyo, proposed House Bill No. 3033 which shall be known as “Rural Teacher Retention Act of 2013.”
The bill seeks to establish a program that will provide financial assistance to qualified provinces in order to create an incentive system for our highly qualified teachers who shall commit to stay and teach for at least three years.
Many of our teachers are going abroad to seek greener pastures and this contributes to the so-called "brain drain."
As a result, we continue to lose teachers in our schools and unnecessarily increase in the burden of teaching the ever growing number of our students.
The two lawmakers stated in the proposed bill, “Many of our teachers find it really hard to realistically make a career teaching in these communities much less thriven in them.”
"As legislators, we must acknowledge the higher level of challenge presented in rural areas and provide better incentives to highly qualified teachers to make teaching a career in rural schools," Arroyo said.
