MMDA reminds traffic constables of 30-second apprehension rule

THE Metropolitan Manila Development Authority (MMDA) reminded on Sunday its traffic constables of the 30-second apprehension rule.

MMDA Assistant General Manager for Operations Emerson Carlos said 30 seconds are enough for a constable to issue citation ticket to traffic violators.

"Kung titicketan mo na iyan, tapos na. Ginawa mo na ang trabaho mo. Bahala na ang naticketan na i-question sa adjudication process," he said.

Carlos said the longer the conversation between the constable and motorist, the higher the chance of misunderstanding or an extortion try.

He clarified that they are not discouraging motorists from taking photos or videos of their negotiation with MMDA personnel.

Last week, an extortion try of a traffic constable to a female driver was caught on camera which drew flak on social media.

The MMDA fired the traffic enforcer assigned at Commonwealth Avenue, Quezon City while MMDA Chairman Francis Tolentino said the person who took the video could face charges for allegedly violating the archaic anti-wiretapping law.

Carlos contradicted Tolentino's statement, saying the MMDA will not pursue charges against the motorist.

"Wala po. Hindi po. Ang MMDA po, bilang ahensya, ay hindi namin babalikan (ang motorista)," he said.

Carlos said any MMDA personnel who wish to file charges against a motorist can do so on his own capacity. (Sunnex)
